The work behind your application

We analyse ownership and funding, draft the governance and application documents, run the risk work and help put board and fan routines into practice, building on what your club already has and working alongside its advisers.

The work runs from your club's current records to documents and routines its people can actually use, not a bundle of templates.

  1. Analyse what is already there

We read the current group, funding, board, risk and fan material, identify what can be reused and find the matters that need proper reasoning or a new document.

  2. Draft and put systems into use

We prepare ownership and funding papers, governance arrangements and application narratives, facilitate a risk workshop and help start one or two practical process improvements.

  3. Bring the club to a decision

We reconcile the drafts with finance and legal input, present the documents and remaining decisions for authorised club approval, and support agreed regulator follow-up.

Pick a shirt to see how each output is structured, what we prepare and what stays with your club. The exact depth, source documents and acceptance test go into the proposal.

Application documents

Do the narratives, numbers, personnel and approvals tell one accurate story?

What we prepare

A question-by-question IFR document index, drafted governance/funding/fan narrative and personnel-statement support, reconciled to finance and legal inputs, with an approval set for the club.

  • Draft response and unresolved question
  • Named review, approval and final version

Your club and advisers

The club provides facts, finance forecasts and authorised signature; qualified advisers approve their specialist inputs. The club submits through the IFR portal.

Preparation your board can approve with confidence

We bring the evidence, adviser inputs and outstanding decisions together into one clear pack for authorised club review. Your club approves and submits its application.

Read the regulator's provisional licensing guidance

Three steps, agreed in writing before any work starts.

  1. Agree the mandate

We confirm the club’s starting point, scope, owners, timetable and fee.

  2. Work with your team

We lead the preparation and coordination in a shared workspace and bring decisions to the right people as they come up.

  3. Approve, submit, continue

Your club signs off and submits. We support the regulator’s follow-up questions and any agreed ongoing work.

Either way, your club keeps the decisions and signs the application.

Where we fit, and what your people can expect.

We already have lawyers and accountants. Where does Elite fit?

We do the cross-club analysis and drafting around their specialist inputs: ownership and funding papers, board and risk processes, fan consultation evidence and the application narrative. Their professional conclusions remain theirs.

Can you take over work we've already started?

Yes. We review the current material, identify what is reusable and agree the remaining work before proposing a scope.

How much time will our team need?

We take on the document and process work, but your people provide facts, join key workshops, confirm financial assumptions and make the club's decisions. The proposal names those responsibilities and review points.

What happens after we submit?

We can help coordinate responses to IFR questions and maintain the evidence and decision record for the club's continuing obligations. The ongoing scope is agreed separately.

How are fees set?

After an initial discussion, we set out the work, documents to prepare, responsibilities and fee in writing.

Tell us what is in place, what is unresolved and when your club needs to decide. We'll propose the mandate and fee.
